Is depression an excuse to mistreat people?

well in my opinion, no. but it's a hard subject. it's kind of like asking if a mentally retarded/ unstable person killed someone, would it be their fault? some people say yes because they should have gotten help, others say no because the person is unable to act properly by themselves.
