Why are people in and from Latin-America considered less human by some in Mexico?

Mexico brutally enforces it's southern border, and if you're an illegal alien, second offense is 10 years in prison. Meanwhile Mexico imports it's poverty to us. People coming up from south of Mexico are typically robbed and the women raped. How come you don't hear about this on the news, I wonder?
