Can you annomously call a shelter for animal abuse?

I know a family that has a 8 week old puppy she lives with them in a ONE ROOM house with more then 8 people! They mistreat her feed her junk and she's always shaking! It's horrible! They hold her by her little legs! Is there anything I can do? Los Angeles Ca
